Director Allen Dulles “confront” Cuban Revolutionary Government with “Ultimatum” of No Diplomatic Relations with Russia or China…or be “Embargoed” by U.S….then secretly mount “Operation 40” to destabilize and overthrow the new revolutionary Government in Cuba that has “disrupted” the C.I.A. covert flow of heroin financing of C.I.A. covert operations:
