Continuity of Operations Plan (COOP)

Continuity of operations plan (COOP) identifies how business processes should deal with both minor and disaster-level disruption by ensuring that there is processing redundancy supporting the workflow.

  • ensures an organization can maintain or quickly resume its critical functions in the event of a disruption, disaster, or crisis
  • goals:
    • aim to minimize downtime
    • protect essential resources
    • maintain business resilience
  • Key elements of a COOP plan:
    • identifying critical business functions
    • establishing priorities
    • determining the resources needed to support these functions
  • Strategies:
    • creating redundancy for IT systems and data
      • e.g., implementing off-site backups, failover systems, and disaster recovery solutions
  • testing methods:
    • tabletop exercises
    • isolated functional tests
    • full-scale drills

Relationship to Business Continuity

  • Continuity of operations (COOP) and business continuity (BC) are closely related concepts
    • both focus on maintaining the ongoing functioning of an organization during and after a disruption, disaster, or crisis
    • differ in terms of their scope and primary objectives
  • COOP primarily addresses the continuity of critical functions and services within an organization during an emergency or disaster
    • involves the development and implementation of strategies to maintain or restore essential operations
      • e.g., redundant IT systems, off-site backups, and disaster recovery solutions
    • encompasses a shorter time frame
      • focuses on the immediate response to a disruption
  • BC takes a broader approach
    • considers:
      • the continuity of critical functions
      • but also the overall resilience and recovery of the entire organization
    • includes
      • assessment of risks
      • development of strategies to mitigate those risks
      • creation of plans to maintain or restore business operations
    • involves
      • addressing supply chain management
      • employee safety and communication
      • legal and regulatory compliance
      • reputation management
    • aims to ensure the long-term viability of an organization
    • COOP is a component of BC
